ChatGPT Ads in the UAE: who can advertise and how to test it

You can now advertise inside ChatGPT from a UAE company. OpenAI’s Ads Manager lists the United Arab Emirates as available. Saudi Arabia, Qatar, Kuwait, Bahrain and Oman are on the list too.

It moved fast. OpenAI started testing ads in the US on 9 February 2026. The Middle East got access on 31 August, and the UAE in mid-September. By 21 October, ads ran in 89 countries. OpenAI said more than 100,000 advertisers had used it.

Where do ChatGPT ads appear?

• Where: below ChatGPT’s answer, marked “sponsored”.
• Who sees them: people on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu users see no ads.
• Not shown: to users under 18, in Temporary Chats, or next to topics like health, mental health and politics.
• Answers stay separate: OpenAI says ads don’t change ChatGPT’s answers. Advertisers can’t see people’s chats.

How does ChatGPT Ads targeting work?

If you use Google Ads, this is the big change. There are no keywords. You get:

• Location targeting.
• Custom audiences from your own customer list.
• “Context hints”: plain sentences that describe the chats where your ad should show.

ChatGPT then decides when to show your ad. It looks at the chat, your ad and your landing page. So your landing page helps decide who sees the ad.

You can pay per 1,000 views (CPM), per click (CPC), or for results. You track results with the OpenAI pixel, the Conversions API and your own UTM tags.

Which UAE businesses should try ChatGPT Ads?

Good fits now

• Property brokers and developers (OpenAI added housing listings to its rules in August 2026).
• Local services: home services, education, training, B2B services.
• Online shops and consumer brands.
• Travel, hotels and entertainment.
• Software and digital products.

Wait or check carefully

• Clinics and health businesses. OpenAI limits health ads, and ads never show next to health chats. Clinics do better with AI visibility work and Google Ads for now.
• Finance and legal services. Similar limits apply.
• Politics, gambling and adult content. Not allowed.

The company that pays must be registered in a listed country. You can’t change the country later. The rules changed several times in 2026, so read OpenAI’s ad policies before you start.

A 14-day ChatGPT Ads test plan

This is a plan, not a promise of results. The budget is an example. Use an amount you are happy to learn with.

Before you start (one week before)

1. Pick one offer and one audience. For example: “off-plan 1-bed buyers in JVC”.
2. Build one landing page for that one need, with one action: WhatsApp, form or booking.
3. Add the OpenAI pixel and track one result: a lead, booking or sale.
4. Write three context hints. For example: “Someone comparing off-plan payment plans in Dubai under AED 1.2m.”

Days 1–7: learn

• Start with pay-per-click.
• Run two ads with different ideas: one about price, one about the problem.
• Track clicks, cost per click, how many visitors become leads, and cost per lead.

Days 8–14: decide

• Stop the weaker ad. Rewrite your context hints based on what worked.
• Compare cost per lead and lead quality with Google and Meta.
• Decide: grow it, change it, or pause until the platform is more mature.

What to get ready, even if you don’t advertise yet

• A fast landing page with one goal, in English and Arabic.
• Tracking that records real results, like bookings.
• A clear description of your ideal customer.
• Ad words that talk about the buyer’s real problem.

The bigger prize is getting ChatGPT to mention your business in its answers. That also reaches Plus and Enterprise users, who never see ads.
